How much that matters, unfortunately, depends on how many of those normal people have the means and intelligence to pursue research and invention of technology, yet can't pay for the assistance of someone more supernaturally gifted. If everyone who could potentially invent a technological alternative has at least some method of accessing magical solutions, then the problems those without access to magic face are out of sight and thus not a concern.

And that's giving the benefit of the doubt, and assuming the people with that sort of power and influence aren't actively selfish people. If they are, they may consciously prefer to keep that sort of thing reserved for the elite.
